Affirming Party Leadership Should Be Part of China’s Constitution

This revision is an application and development of a Marxist party-building theory, and an in-depth understanding of the laws that underlie governance by a Communist party and the development of socialism.

The fundamental law of a nation, China’s Constitution defines the major and overarching issues related to the basic interests of the Chinese people such as the country’s basic system and fundamental tasks, leadership core and guiding principles, path of development and ultimate goals. In contemporary China, the CPC exercises overall leadership over all work in every part of the country and serves as the highest political leadership. So, the amendment ensuring the Party’s leadership throughout the country is included in the Constitution. The Preamble of the present Constitution has clarified the leadership of the CPC, and the General Principles of the Constitution has stipulated that the socialist system is the basic political system of the People’s Republic of China. The CPC Central Committee advised to include the sentence “The defining feature of socialism with Chinese characteristics is the leadership of the Communist Party of China” in the General Principles of the Constitution, an amendment which will make the Party’s leadership and socialist system as a coherent whole.
