The Amendment to the Constitution Facilitates the Realization of China’s Institutional Advantages in All Areas

It is necessary for the Constitution to elevate upholding the Party’s leadership from a specific system to a fundamental system of the state to bestow stronger binding force and legal force and ensure Party leadership over every area, field and aspect of the country’s governance when implementing the socialist system.

Considering the history of upholding and improving the system of socialism with Chinese characteristics, China’s reform is a process for the country to improve its socialist system, constantly enhance its governance system and promote the modernization of its governance capacity. It is also a process to upgrade the institutional mechanisms and methods that have proven effective in practice into Party and state systems. Currently, the Party exercises overall leadership and coordinates work in all areas, and its core leading role has been fully manifested in the operational mechanism of the state and all of its systems, such as ensuring Party leadership over bodies of state power, ensuring Party leadership over the system of multiparty cooperation and political consultation and over the united front, ensuring Party leadership over economic, political, cultural, social, and ecological development, ensuring absolute Party leadership over the people’s armed forces, and ensuring Party leadership over diplomatic work. This has become a Chinese institutional advantage featuring orderly governance, efficient development, and harmonious, stable society, and testifies to the unparalleled strengths of socialism with Chinese characteristics. It is necessary for the Constitution to elevate upholding the Party’s leadership from a specific system to a fundamental system of the state to bestow stronger binding force and legal force and ensure Party leadership over every area, field and aspect of the country’s governance when implementing the socialist system.
